Former U.S. Attorney’s Office Civil Chief Joins Brown, LLC’s National False Claims Act Practice

Brown, LLC today announced that Raphael Katz, the former Chief of the Civil Division at the U.S. Attorney’s Office for the District of New Hampshire, has joined the firm as a Partner in its national whistleblower and False Claims Act practice.

Katz brings an uncommon combination of government and relator-side experience. Before joining the U.S. Attorney’s Office in 2019, he spent more than 13 years in private practice handling False Claims Act and complex litigation matters, including representing whistleblowers. In government, he rose to Civil Chief, supervised affirmative civil enforcement, and handled fraud matters on behalf of the United States.

His arrival comes four months after Brown, LLC added Tom Morris, who spent nearly two decades in the U.S. Department of Justice Civil Division’s Fraud Section and served as Senior Trial Counsel. The two 2026 hires materially deepen a practice already led by former FBI Special Agent and Legal Advisor Jason T. Brown.

From Relator Counsel to Civil Chief

As Civil Chief, Katz supervised the New Hampshire U.S. Attorney’s Office civil practice and served as its Affirmative Civil Enforcement Coordinator and Healthcare Fraud Coordinator. His enforcement work included healthcare fraud, procurement and government-contract fraud, customs and trade fraud, cybersecurity matters, loan and grant fraud, drug diversion, and other cases involving federal funds and programs.

Representative government matters included a $6.8 million False Claims Act settlement involving unpaid customs duties on plastic resin imported from China and a $3.8 million settlement resolving kickback-related False Claims Act allegations against Catholic Medical Center. He worked with agencies including the FBI, HHS-OIG, CBP, SBA, DEA, TIGTA, and DOD-OIG on investigations involving document analysis, civil investigative demands, witness testimony, settlement negotiations, and litigation.

Before entering government service, Katz represented whistleblowers in significant qui tam matters. Those included the $49 million Progenity resolution involving genetic-testing billing and kickback claims, the $18.8 million Westchester Medical Center False Claims Act resolution, and the $5 million Hayner Hoyt government-contracting settlement involving a program intended for service-disabled veteran-owned small businesses.

Brown, LLC Expands Its Government-Enforcement Bench

Katz is Brown, LLC’s second senior federal fraud-enforcement hire this year. Morris joined in May after nearly two decades in DOJ’s Civil Division Fraud Section, where his work included healthcare fraud, Medicare Advantage, defense-contractor fraud, defective pricing, and major False Claims Act litigation. Brown, LLC’s broader roster also includes lawyers with prior experience at the FBI, the District of Columbia Office of the Attorney General, and the New Jersey Office of the Attorney General.

The expansion follows back-to-back years in which Brown, LLC represented whistleblowers in nine-figure federal resolutions. In 2024, Raytheon paid $428 million to resolve False Claims Act allegations and admissions involving defective pricing and double billing, part of an overall Justice Department resolution exceeding $950 million. DOJ described the $428 million civil settlement as the second-largest government procurement fraud recovery under the False Claims Act. In 2025, Walgreens paid $350 million to resolve allegations involving unlawful controlled-substance dispensing and false claims to federal healthcare programs.

The timing of Katz’s arrival also coincided with a significant development for False Claims Act whistleblowers, as the Eleventh Circuit rejected a constitutional challenge to the statute’s qui tam provisions in Zafirov.
