Albert Thomas “Tom” Morris brings exceptional False Claims Act experience to Brown, LLC after nearly two decades with the U.S. Department of Justice Civil Division, Fraud Section, where he served as Senior Trial Counsel. At DOJ, Mr. Morris focused on healthcare fraud, government contract fraud, Anti-Kickback Statute matters, and complex whistleblower litigation involving fraud against federal programs. His work included substantial first-chair trial and litigation experience in major False Claims Act matters.
Before joining Brown, LLC, Mr. Morris helped litigate and resolve some of the nation’s most significant fraud matters, including cases involving Medicare fraud, Medicare Advantage overbilling, defective pricing on military contracts, fraudulent remediation work at a former naval shipyard, and defective body armor sold to government purchasers. His experience includes serving as lead counsel in a nine-week jury trial that resulted in a $32 million False Claims Act verdict against individual and corporate defendants accused of defrauding Medicare. He also served as co-lead counsel in a Medicare Advantage False Claims Act matter involving Sutter Health that settled for $90 million, and as one of two lead counsel in industry-wide Zylon defective body armor litigation that resulted in approximately $138 million in settlements.
Prior to his government service, Mr. Morris was an equity partner at K&L Gates LLP in Washington, D.C., where he handled complex commercial litigation, insurance coverage matters, securities matters, trials, arbitrations, appeals, and large-scale civil disputes. He also served as Chairperson of the firm’s D.C. office Pro Bono Committee, where pro bono participation increased significantly during his tenure. Earlier in his career, he clerked for the Honorable Francis W. Bullock of the United States District Court for the Middle District of North Carolina.
Mr. Morris is a member of the District of Columbia, North Carolina, and Pennsylvania Bars. At Brown, LLC, he focuses on whistleblower matters, False Claims Act cases, healthcare fraud, defense contractor fraud, government procurement fraud, and other matters involving fraud against taxpayers and public programs.
